Principal consultants
Graham Atkinson
BA, BSW, MBA (Director, AKA)
Before he established his own consulting business, Yuruga Enterprises Pty Ltd (YEPL) in 1986, Graham Atkinson worked extensively in Indigenous affairs throughout Victoria at community-based organisation and government levels. Over recent years he has completed a range of consultancies for the government, community and Indigenous service sectors. In 2005 he headed AKA's consulting team undertaking a statewide review of the Aboriginal Justice Agreement for the Victorian Department of Justice which was recently launched as Aboriginal Justice Agreement Phase 2. In 2006, with Stephen Kerr, he completed a national evaluation of the Service Development Reporting Framework (SDRF) for OATSIH. Graham is currently Chair of Native Title Services (Victoria) and co-Chair of the Victorian Traditional Owners Land Justice Group. He was recently appointed to the State Government's newly established Aboriginal Heritage Council and Steering Committee on the development of a native title settlement framework.
Stephen Kerr
BA, BSW, Dip. Crim., Graduate of the Australian Institute of Company Directors (Director, AKA)
Stephen Kerr has extensive consulting experience on a wide range of justice, health and community sectors particularly in the areas of Indigenous, rural health and prisoner health. He has held senior executive positions with the Department of Human Services, including Executive Officer to the Minister for Health, and with the Department of Justice, as a regional manager of Community Corrections, then Director of the Victorian Prison Health Services. Stephen is a Director on the Board of Austin Health where he chairs the statutory Primary Care and Population Health Committee and is a member of the Clinical Governance Committee. He is a longstanding member of the North Richmond Community Health Centre and is the current Chair.
Stephen has an understanding of Aboriginal issues gained over twenty years and he has completed a number of evaluations and service plans for Aboriginal communities and government organisations. Stephen has particular experience in reviews and plans for organisations in distress or where major change is required. He also has specialised experience in service review and planning in regional and rural areas.
Kerry Allen
BA, Dip. Information Management (Information specialist) (Associate, AKA)
Kerry is a psychology graduate and information specialist who has worked with Atkinson Kerr and Associates on a number of projects. Kerry has a wide range of experience in academic and special library environments and has also undertaken research involving extensive literature reviews, database construction and data analysis as well as qualitative research, on a variety of issues. Kerry has spent many years working in the fields of women's health and also in substance use. She has particular expertise in health related literature and is an experienced interviewer. Kerry has partly completed studies in law at the University of Melbourne and also has a background in Maori studies.
